Kudō Hirō
Hirō Kudō was born in Yamagata prefecture in 1946. His career in the front line of social welfare in Yokohama included serving as director of Japan’s first municipal homeless shelter, Matsukage Kaikan (1994-2003) and its successor, Hamakaze (2003-2015), before joining the board of directors of Kanagawa-ken Kyōsaikai, the NPO responsible for running both those establishments, until his retirement in 2021.
